Libraries make resources available to the public. One such resource is free software. There's a Library HowTo which suggests how to make it easy for libraries to distribute free software.

Managing libraries with free software

Koha was the first open source integrated library system, supporting full catalogue, OPAC, circulation member management and acquisitions. Koha is from New Zealand; there is also a localised British version

Openbook is an extension of Koha which supports MARC, Z39.50 as well as cataloguing and circulation.

Greenstone is a UNESCO supported package (Java based) for building digital libraries.

There is a specialised news and discussion site: oss4lib, specifically for open source software for librarie
